A dual eligible beneficiary is someone who is eligible for both Federal Medicare benefits and State Medicaid benefits (Note: in California, Medicaid is also known as Medi-Cal). In California, there are about 1.1 million 'dual eligibles'; most are 65 years or older. In general, 'dual eligibles' tend to be elderly or disabled, with low incomes and one or more chronic medical conditions.
Usually, one becomes dual eligible by first being enrolled in either Medicare or Medi-Cal, and then later becoming eligible for both programs. If you are eligible to join the Cal MediConnect program, you will receive notification by mail from the State of California with instructions on how to join.
