Healthy Families is a program that offers low cost
health, and vision coverage to children who do not have any insurance
and who do not qualify for no-cost Medi-Cal. While parents, legal
guardians, foster parents, caretaker relatives, and/or stepparents
can apply for coverage for any eligible children who are in their
care, only the ‘birth’ parents’ income will be
considered in qualifying these children. Minors not living with
parents may also apply for coverage for themselves.
Care1st Health Plan is committed to
ensuring quality health care is available to those who qualify and
is one of the participating health plans parents can choose for
their child[ren].
Eligibility
Revised income guidelines for eligibility
were released in April 2002. These guidelines include:

Income levels for families living
at or below 250% of the Federal Poverty Level (FPL). |

• |
Children between the ages of 10 days up
to their 19th birthday. |
| |
• |
Children of low-income wage earning parents
whose employers do not offer health insurance. |
| |
• |
Children whose parents have not had employer-sponsored
health coverage on them for the last three (3) months. |
| |
• |
Children not eligible for no-cost Medi-Cal. |
| |
• |
Children who are U.S. citizens, nationals
or eligible qualified immigrants. |
| |
• |
Children who reside in California. |
| |
• |
Children of parents or other guardianship
responsible for providing health coverage, but who have lost
their job or are changing jobs. |
| |
• |
Children whose health coverage was through
COBRA which has ended; or Children who have reached the maximum
coverage provided via the insurance they are currently enrolled
in. |
First time mothers who fall within
the income guidelines may be able to qualify their unborn child
for coverage up to three (3) months before the birth. They can apply
by completing the application and sending the required documentation
needed to determine eligibility. This includes some documentation
that comes after the baby’s birth – such as birth certificate
and signed statement by the practitioner who delivered the baby.
Children receiving no-cost Medi-Cal
whose benefits coverage is ending are eligible for entrance into
Healthy Families. Parents can apply for this coverage three (3)
months prior to the child losing his/her Medi-Cal benefits.
